Position Overview

The Construction Manager uses project management expertise to oversee and manage all aspects of design and construction activities for telecommunication site

Essential Funcations

• Prepare site feasibility analysis including preparation of site and radio equipment layout, analysis of utility routing/availability, and construction access and staging
• Coordinate all activities with multi-disciplinary team that includes Project Manager, Site Acquisition Specialist, Collocation Specialist, Land Use Planner, and RF Engineers
• Oversee project design by supervising development of site sketches and Architectural and Engineering plans
• Review and approve site plans for zoning, permitting, and construction
• Ensure that the most economical and best construction practices are utilized
• Prepare bill of materials
• Order materials, including communication towers, radio-equipment shelters, radio equipment, and other required materials
• Prepare bid documents and coordinate contractor selection process
• Conduct bid walks and preconstruction meetings
• Ensure quality construction standards and adherence to project plans
• Coordinate Quality Assurance processes and resolution
• Maintain safe work environments, monitor safety process of contractors, and maintain compliance with regulations
• Oversee completion of closeout documentation
• Other duties as assigned

Position Overview

The Project Manager (PM) is responsible for planning, directing, coordinating, and/or budgeting activities concerned with the overall management of client based telecommunications projects. The PM participates in the conceptual development of the project and oversees its organization, scheduling, and implementation

Essential Job Functions

• Accurate daily, weekly, monthly, and quarterly forecasting and reporting to the PTS upper management and/or client, as required
• Oversee multi-disciplinary team that may include any or all of the following: Site Acquisition Specialists, Land use Specialists, Construction managers, Architectural Drafters, Logistics Coordinators, Power and Telco Coordinators
• Oversee and orchestrate team member activities , project schedule forecasting, and milestone scheduling
• Coordinate with PTS accounting staff to assure accurate and timely account payable and account receivable activities
• Other duties as assigned

Nonessential Functions

• Assist PTS senior management with proposals for new projects
• Attendance at recurring status meetings with client(s)
• Mentor new staff members

Position Overview

Attract new clients, business and government contracts. Create and build client relationships while fostering interaction to obtain projects. Take a lead role in developing and facilitating the proposal process for potential or existing clients including budget and pricing development and negotiation, proposal writing, contract negotiation and client presentations/networking.

Essential Job Functions

• Work across multiple departments to formulate standard/routing pricing
• Negotiate pricing to maximize profit, increase revenue and foster positive client relationships
• Develop project plans; define roles, responsibilities and scope of work for various projects with input from sponsors, project leaders, clients and vendors
• Effectively present proposals to potential or existing clients/stakeholders
• Communicate to internal groups the outcome of negotiations/proposals focusing on the expectations, critical timeframes and details focused on each group
• Collaborate with Operations, Finance, Project Management, Site Acquisition and A&E departments to evaluate project performance and to recommend refinements and improvements to strengthen client relationships
• Track and report on the status of all proposals and their components
• Establish, foster, and maintain on-going client relationships with various parties to anticipate and resolve potential problems and ensure future business
• Participate in site visits

Education

• Bachelor’s Degree in Business, Architecture or other related discipline.
• Post Secondary education strongly desired

Experience

• 5-10 years experience in the wireless telecom industry in business development or project management arena. Must have experience writing and delivering proposals.

Summary

The Project Coordinator supports the Project Manager by maintaining document control, database management, coordinating/tracking project activities, and communications to ensure project goals are accomplished within the time frame and budget parameters

Essential Job Functions

• Responsible for the tracking of project deliverables by interfacing with the project staff to ensure timely, real-time status reports
• Work closely with the PM to ensure the project progress is on schedule and within the prescribed budget
• Prepare status reports for management, client, project personnel, and/or others
• Modify schedules or plans as required
• Responsible for maintaining a filing system that documents all project activity and from which data can be pulled for project closeout files
• Participate in project meetings, take efficient and reliable notes, and send out action items to the project staff

Summary

The Architect position requires strong technical and interpersonal skills and is responsible for overseeing the technical application design, construction and implementation for all accounts and projects to ensure code reuse, high margins and efficient staff utilization.

Essential Functions

• Define architectural standards for the design and deployment of Pacific Telecom solutions. Collaborate with clients, QA, Production Support and Account Team to provide technical direction on systems analysis, design, development, testing and deployment.
• Ensure timely and effective delivery of the solution into production.
• Review documented technical requirements, development and project plans to ensure adherence to define standards and to facilitate the transfer of knowledge throughout the development staff.
• Facilitate code reviews and architectural reviews.
• Participate in technical advisory roles, as required.
• Interact with customers at the technical level, as required.
• Act as Project Manager on assigned account.
• Oversee an increase level of code reuse, and contribute to the growth and use of the knowledge library.
• Mentor associates and foster a learning and growth environment.
• Work closely with Resource Manager to guide and direct technical and professional growth of Technical Staff.

• Five to seven years experience as a technical project manager or project leader in wireless telecommunications.

Summary

The Site Acquisition Specialist is responsible for overseeing the site acquisition process from site candidate identification and qualification through the completion of lease negotiations for multiple sites in order to achieve client deadlines and project goals. This position requires coordination with RF engineering, zoning, and construction personnel on a daily basis to ensure timely and accurate completion of required tasks

Essential Functions

• Identify qualified locations for wireless communication facilities
• Complete property research and due diligence, including property profiles, title reports, vesting deeds, zoning maps, parcel maps, street maps, etc. for selected sites
• Identification of, and coordination with, the property owners, neighborhood associations, and other land owners to gain the authority to enter into legal agreements for the installation of a wireless communication facility
• Negotiate Lease, License, and/or Easement Agreements with designated property owners for a specific site
• Coordinate site visits with multi-disciplinary group, including RF Engineering, land Use, Construction Management, and A&E Departments
• Identify creative solution for the design and development of communication facility when faced with challenging site-specific issues
• Complete leasing packages and other documentation required for the Site Acquisition process in accordance with PTS’ quality assurance program
• Coordinate and participate in community informational meetings as required by local jurisdictions or as requested by respective property owner(s)
• Daily interaction with the RF Engineering, Land Use, and Construction departments to ensure compliance with all client, landlord, jurisdictional, governmental, and industry standards
• Accurate daily, weekly, monthly, and quarterly forecasting and reporting to the Project Manager/Team leader and/or client as required
• Other duties as assigned

Minimum Qualifications

• Bachelors degree in Real Estate or related field
• Masters degree or Juris Doctorate a plus
• Two or more years Site Acquisition or related Real Estate experience required
• Five or more years industry experience preferred
• Real Estate License or willingness to obtain one strongly preferred
• Valid State issued drivers license
